Is There a Housing Bubble in NYC?

Based in part on work conducted at the NY City Comptroller's Office, JTM at the end of February  presented a paper in Philadelphia to the Eastern Economic Association on the criteria for determining whether a city's housing prices have risen to bubble dimensions, and considered possible secanrios for recovery from a bubble.
